UVPN CONTRIBUTED TO THE FORMULATION OF GUIDELINES FOR ELECTING YOUTH REP IN THE PARLIAMENT

The Bangsamoro Organic Law (BOL) secures a dedicated seat for the Youth Representative in the Parliament, alongside various marginalized or minority sectors in BARMM. The Bangsamoro Electoral Code (BEC) reiterates this and entrusted the creation of the guidelines for the Youth Sector to the Bangsamoro Youth Commission (BYC).

Seeing it as an opportunity for youth participation in governance, the UVPN gathered leaders of youth organizations to review and propose for the appropriate rules for candidacy, nominations, and voting for the Youth Representative in the Bangsamoro Parliament on the upcoming 2025 elections.

The discussion explored the legal foundation of these rules, inclusivity among the youth sub-sectors, and all other appropriate mechanisms to ensure that the elected Youth MP will be based on merit, track record, and genuine representation of the youth.

The outputs of the activity were turned over to the Bangsamoro Youth Commission and was received by the Office of the Floor Leader of the BTA Parliament. It then formed part of the Implementing Rules and Regulations (IRR) of the Bangsamoro Electoral Code recently turned over by the BTA Committee on Rules to the Commission on Elections (COMELEC).
